A Matter of Minutes
Every year millions of dollars are spent teaching people how to perform CPR while waiting for EMS
to arrive. People employed in daycare not only have to be trained in CPR but medical first aid as
well. OSHA mandates annual fire extinguisher training for employees. DOT requires fire extinguishers
for all commercial trucks and watercraft. In some jurisdictions legislation even requires Automated
External Defibrillators. All these measure are to control or lessen the treat to our health and safety
while waiting for trained responders to arrive.
The national average for Fire / EMS is in the 5 to 8 minute timeframe. This illustrates the federal and
state governments concern for the health and safety of it constituents (customers) in the few minutes
until help arrives. The national average for police response would be spectacular if it was in the same
of a firearm for personal defense during the 8 - 10+ minutes while for trained responders to arrive.
Why does the DOT not require firearms on board vessels under the jurisdiction of the U.S.
Coastguard? Why are the people who care for our children not required to act in the defense of our
children in the same timeframe they would be criminally liable for not providing CPR?
I was raised to believe that what was good for the goose is good for the gander, yet I am completely
confused by a government that has members looking to leave the average citizen vulnerable in a time
of need. I am infuriated by a government that even considers measures that would allow undue
persecution of citizens that realize that the protection of their families and themselves has as much to
do with their health and safety as CPR, First Aid, and Fire safety.
Some have continuously attempted to undermine the right of the individual to see to their own health
and safety in the event of an emergency. The elitists of society argue for the removal of firearms
from the average citizen to curtail crime, all the while employing armed body guards. Individuals with
that mentality care noting of others, only themselves. By the way, the U.S. Supreme Court has ruled
that law enforcement agencies are not responsible for the safety of the individual citizen but rather
the public in general.
So were does this leave the individual in those precious few minutes while waiting for help to arrive?
Most of those that could answer that question are regrettably dead at the hands of their attackers.
All the CPR training did not help in their time of need. All of the Fire extinguishers hanging on the
walls of our buildings of assembly ( both public and private ) were unable to save them. The
Automated External Defibrillators may have helped if the attacker had held still long enough to apply
the pads ( yes an AED will kill someone with a good heart rhythm if attached and discharged,
movement will mimic ventricular fibrillation and allow the AED to shock a good heart rhythm ).
Please take the steps necessary to protect the individual the right of protecting their own health and
safety during those few minutes while waiting for trained emergency responders to arrive. Please
protect the individual from persecution in the pursuit of health and safety. The individual citizen is
counting on representation from elected officials such as yourself to protect their right to protect
themselves in the breech while waiting for trained professionals to arrive.
I am not arguing that the citizenry should replace law enforcement by any stretch of the imagination,
or that training is not needed in the proficient and proper use of the firearm. I am simply arguing that
citizens should have the right to do what is necessary for their own health and wellbeing, whether that
is requires a medical kit, a fire extinguisher or a firearm, until help arrives.
In many encounters where a firearm is used to negate an unlawful attack the firearm is never
discharged. The simple presence has prevented the crime from happening. When was the last time a
fire extinguisher prevented a fire, or CPR prevented a heart attack?
Gun Control is but a pavestone in the direction of stripping the individual citizen of a means of
protection. No gun control measure will matter to the criminal and will only limit the ability of the law
abiding citizen. While on the surface it may seem noble to ban assault weapons, the truth is that the
definitions used in Assault Weapons Legislation will make common legal firearms "assault weapons".
This legislation will put added burden on the law abiding citizen while the criminals will enjoy just one
more advantage of attacking a citizen that is armed with an inferior means of protection.
Look to the gun legislation in Mexico to see the damage incurred on the common citizen by twisted
definitions. In Mexico a law abiding citizen cannot own a firearm that discharges ammunition that is
used by the military. Sound great right? Wrong the military uses every caliber commonly used for
self defense and thus limits the private citizen to calibers that are unlikely to stop the threat. Yes
these inferior calibers will kill, eventually, by means of internal bleeding but minutes after the fact,
thus allowing the attacker the opportunity to complete the attack. If someone commits a crime (
other than defending oneself from unlawful attack ) I strongly advocate quick adjudication, we do not
need this type of predator loose to prey on the citizenry. To persecute otherwise law abiding citizens
for possessing weapons to protect them selves is CRIMINAL in and of itself.
I am not suggestion that everyone should be allowed to own machine guns ( these are currently
illegal to own without special permits under federal legislation ), but to irresponsibly limit the law
abiding citizen to weapons that leave them at a disadvantage is nothing more than giving the criminal
the upper hand.
